Title: Chief Technology Officer
Department: Information Technology- Massachusetts State Lottery Commission
Supervision Received: Deputy Executive Director
Supervision Exercised: N/A
Grade: Non-Union
Salary Range: $134,926 – $165,000+ Commensurate with experience

JOB SUMMARY:

The Chief Technology Officer is the lead technology expert for the Lottery and is responsible for the development of the Lottery’s strategy for utilizing technological resources; and implementation of systems across the organization. The CTO has oversight over all computer-related activities of the Lottery, including system design and development; all computer operations and hardware maintenance of online central computers and terminals throughout the state; and all activities related to the cyber security, digital operations, modernization, innovation, and performance management areas.

ESSENTIAL FUNCTIONS:

  • Oversight of all technology activities and resources within the Lottery ensuring all technologies utilized by the Lottery are efficient, up-to-date, and secure.
  • Responsible for the development of strategic plans related to the monitoring and enhancement of existing systems, and the implementation of new systems and infrastructure while ensuring alignment with the Lottery’s short and long-term goals.
  • Set mission and vision of the overall IT business operations function within the Lottery.
  • Supports the modernization, innovation, and performance management efforts and its role in presenting new solutions to support the Lottery.
  • Establishes key IT operational performance metrics and identifies areas for performance improvement through operational changes.
  • Creates and implements IT policies, procedures, and protocols.
  • Responsible for the development of IT’s business continuity plan.
  • Oversees contract negotiations with IT vendors, contractors, and other service providers.
  • Fosters an equitable, diverse, and inclusive culture across all units within the Lottery.
  • Development of an employee-oriented culture that emphasizes quality, continuous improvement, key employee retention and development, and high performance.

WORK LOCATION: This position is located at the Massachusetts State Lottery Commission, 150 Mount Vernon Street, Dorchester, MA

Qualifications
PREFERRED EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Computer Science, Information Systems, Business, or other related fields
  • Seven (7) years in a senior-level IT management position

ADDITIONAL QUALIFICATIONS:

  • Minimum of 7 years of experience managing and/or directing technological operations, with a proven ability to lead a progressive IT organization to develop and implement IT programs on time and within budget.
  • Must have strong technical skills and demonstrated an aptitude for learning new technologies and new program development.
  • Demonstrated experience with a variety of enterprise cloud migration projects.
  • Minimum of 7 years of experience in strategic technology planning, execution, and policy development.
  • Ability to plan, assign tasks, delegate responsibility, supervise and motivate personnel to achieve the established development and operational goals of the Lottery.
  • Ability to deal effectively in negotiation and monitoring of contract performance with outside computer hardware, software, and consulting service vendors.
  • Ability to establish and maintain effective working relationships with other functional groups within the Lottery, other computer activities within the state as well as other state and national lotteries.
  • Ability to effectively communicate orally and in writing to personnel under his/her direction and to upper management.
  • Excellent people skills with an ability to partner with a dynamic leadership team.
  • Has personal qualities of integrity, credibility, and commitment.
  • Flexibility and ability to multitask; can work within a fast-moving environment while also driving toward clarity and solutions; a demonstrated resourcefulness in setting priorities and guiding investment in people and systems.
  • Excellent organizational skills, Human Relations skills, Project Management skills, presentation, and planning skills.
  • Experience managing in a union environment.
  • Willingness to travel.

Job Type: Full-time

Pay: $134,926.00 – $165,000.00 per year
