The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. Position Summary:

The Chief Financial Officer (CFO) is responsible for oversight of all accounting, contracting, and procurement activities in support of $600M annual spending within the department. The Chief Financial Officer provides leadership and management for approximately 25 staff within multiple business units. This includes providing technical guidance and assistance to the Deputy Commissioner, Chief of Staff, Commissioner, and all agency staff relative to accounting, contracting, and payment processes and functions. The Chief Financial Officer will establish and enforce policies and procedures for expenditures in accordance with M.G.L. Chapter 7, 25a, 149, 149a, and all other applicable laws and regulations. The Chief Financial Officer also serves as the agency’s liaison with the Office of State Comptroller on all accounting, payment, and procurement issues.

Duties & Responsibilities:

  • Develop and implement policies and procedures in support of efficient and effective contracting and contract administration while maintaining best-practice internal controls and consistency across all business units.
  • Oversee the management of all agency spending, including capital construction payments.
  • Oversees all encumbering and payment activities to ensure compliance with Office of State Comptroller policies and requirements.
  • Oversees Interdepartmental Service Agreements (ISA) ensuring all transfers of funding (incoming and outgoing) are fully compliant with applicable requirements and policies.
  • Directs all agency activities associated with fixed asset accounting, both GAPP, and non-GAAP, to ensure compliance with Office of State Comptroller policy.
  • Determine policies and procedures to control agency spending and ensure timely payment to Commonwealth vendors.
  • Manage contracting process for all design, construction, special consultants, master service agreements, advertising, contract employees, and administrative services.
  • Oversee all goods and services procurements to achieve full compliance with state finance law.
  • Coordinate agency revenue collection.
  • Coordinate with the technology management team to ensure agency technology systems meet all financial business process requirements.
  • Make all policy and procedural decisions, including resource deployment and staffing assignments for business units under the Deputy Commissioner’s supervision.
  • Manage all coordination with the Comptroller’s Office, including managing reporting and processing requirements.
  • Analyze various agency procedures to recommend improvements to the overall production.
  • Oversee administration of agency trust accounts by understanding all new revenues and all annual expenses.
  • Perform other duties as assigned.

Qualifications Required at Hire:

  • A Bachelor’s degree in a related field is required, a graduate degree is preferred.
  • Demonstrate knowledge of, and experience in, the principles and practices governing Commonwealth operating and capital financial management.
  • Demonstrated knowledge of the laws, rules, and regulations governing accounting, procurement, contracting, and payments.
  • Knowledge of and experience with MMARS, the Commonwealth accounting system.
  • Knowledge of the principles and practices of management and organizational behavior.
  • Demonstrate experience in the implementation and management of IT systems.
  • Ability to effectively delegate priorities to meet changing program requirements.
  • Ability to manage large teams in support of established goals and work requirements.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least three (3) years must have been in a managerial capacity.
